[Prior to the consideration of the alternative budget from the Liberal Democrat Group, Councillors C. Hotham, J. King, P. McDonald, M. Sherrey and P. Whittaker declared a pecuniary interest due to their role as members of the Artrix holding Trust. They left the meeting room prior to consideration of this alternative budget and took no part in the vote thereon].

In accordance with the Local Authorities (Standing Orders) (England) (Amendment) Regulations 2014, the Budget and Medium Term Financial Plan 2023/24 to 2025/26 (Including Treasury Management Strategy and Capital Programme) was subject to a named vote.
In accordance with the Local Authorities (Standing Orders) (England) (Amendment) Regulations 2014, the Council Tax Resolutions 2023/24 was subject to a named vote.
“The Office for National Statistics recorded a six-fold increase in excess winter deaths last winter — 63,000 compared to 10,320 in winter 2020/21. Many of the excess deaths were attributed to cold related illnesses including pneumonia. This shows just how seriously the economic crisis is impacting on our oldest and most vulnerable and teachers spotting the signs that pupils haven’t eaten.
Many fear a repeat of last winter’s increase in the number of excess winter deaths, with many facing unprecedented threats to their health amid the cost-of-living crisis. With many parts of Bromsgrove slowly sinking into poverty.
That this Council calls on the Cabinet to set up a 'Doorstep Engagement Unit' as a pioneering response to this unfolding financial crisis and includes the finances to support this in the budget setting process."
Councillor C. Spencer had left the meeting by the time that this vote was taken and therefore no vote has been recorded for her.
“Council calls on the cabinet to urgently explore opportunities for keeping the Ryland Centre in public ownership and commission a business case to establish whether BDC can take over its management.”
A recorded vote was requested on the following Motion on Notice that was submitted by Councillor R. Hunter:
“This council believes that the local plan preferred options paper should have been published this autumn as previously planned and should be published as soon practicably possible with or without further infrastructure assessment to avoid any further unnecessary delays to the completion of our next local plan.”
The recorded vote was requested by Councillor K. May.
Members took a recorded vote on the following proposed Motion on Notice:
“Forking out £240,000 running costs for Parkside that rattles plus £138,000 to Redditch Council, to many is seen as financial incompetence and a cavalier approach to spending the hard-earned money of its residents at a time of a cost-of-living crisis.
We therefore call upon the Council to form a cross-party task group to carry out a full investigation into financial arrangements with Redditch Council: which it would seem to have left Bromsgrove Council with running costs of a £240,000; for what is a mainly an unused building while at the same time paying out £138,000 for use of Redditch Council's premises.”
Councillor A. Kent had left the meeting by the time that this vote was taken and therefore no vote has been recorded for him.
In accordance with Procedure Rule 18.3 a recorded vote as taken on the proposal received from the Constitution Review Working Group that there should be no Council meetings held during the pre-election period unless the Proper Officer determines that a meeting is required.
