To invite Councillors to declare any Disclosable Pecuniary Interests or Other Disclosable Interests they may have in items on the agenda, and to confirm the nature of those interests.

Minutes:

Councillor P. J. Whittaker declared an Other Disclosable Interest in Agenda Item 6, Renewal application for a Private Hire Vehicle licence, in that he was aware of the Applicant’s representative. 

 

Councillor Whittaker withdrew from the meeting room prior to the Hearing commencing.

Renewal Application - Private Hire Vehicle

Minutes:

The Sub-Committee considered a renewal application made for exemption to the Council’s Private Hire Vehicle Licence Policy that restricts the age of a wheelchair accessible Private Hire Vehicle licensed in the District to twelve years of age from the date of first registration.

 

The Technical Officer (Licensing), Worcestershire Regulatory Services (WRS) outlined the details of the application, together with the reasons why the application had been brought before the Sub-Committee, detailing Page 21(h) of the Council’s Hackney Carriage and Private Hire Handbook.

 

At the invitation of the Chairman, the applicant put forward his case in support of the application.  The applicant and his representative answered a number of questions from Members of the Sub-Committee.

 

The Sub-Committee then adjourned to consider its decision.  Upon its return it was:-

 

RESOLVED that the application be granted.

Application for a Hackney Carriage and Private Hire Vehicle Driver's Licence

Minutes:

The Sub-Committee considered an application for a Hackney Carriage and Private Hire Vehicle Driver’s Licence.

 

The Technical Officer (Licensing), Worcestershire Regulatory Services (WRS) outlined the details of the application, together with the reasons why the application had been brought before the Sub-Committee, detailing the Council’s Guidance Relating to the Relevance of Convictions and Cautions.

 

At the invitation of the Chairman, the applicant put forward his case in support of his application.  The applicant answered a number of questions from Members of the Sub-Committee. 

 

The Sub-Committee then adjourned to consider its decision.  Upon its return it was

 

RESOLVED that the application be refused.

Application for a Private Hire Vehicle Licence

Minutes:

The Sub-Committee considered an application for exemption to the Council’s Hackney Carriage and Private Hire Handbook, as amended on 18th March 2019, whereby vehicles fitted with films, foils, privacy glass (entirely black or reflective glass), or any other aftermarket tinting, would be referred to a meeting of the Licensing Sub-Committee.

 

The Technical Officer (Licensing), Worcestershire Regulatory Services (WRS) outlined the details of the application together with the reasons why the application had been brought before the Sub-Committee.

 

It was noted that the applicant had requested that the application be heard in his absence.

 

Sub-Committee Members were unable to inspect the vehicle to determine if the privacy glass concealed the identity of passengers inside the vehicle.

 

The Sub-Committee then adjourned to consider its decision, upon its return it was:

 

RESOLVED that the application be refused.

Application for Plate Exemption - Private Hire Vehicle

Minutes:

The Sub-Committee considered an application for an exemption to the Council’s Hackney Carriage and Private Hire Handbook with regard to displaying identity plates on the outside of a vehicle.

 

The Technical Officer (Licensing), Worcestershire Regulatory Services (WRS) outlined the details of the application together with the reasons why the application had been brought before the Sub-Committee, detailing Page 23 of the Council’s Hackney Carriage and Private Hire Handbook.

 

It was noted that the applicant had requested that the application be heard in his absence.

 

The Licensing Officer, Worcestershire Regulatory Services (WRS), outlined the details of the application, together with the reasons why the application had been brought before the Sub-Committee, detailing page 23 of the Council’s Hackney Carriage and Private Hire Handbook, with regard to Special Events Vehicle and exemption from displaying licence identity plates on the outside.

 

In response to questions from Members, the Licensing Officer, WRS, confirmed that the applicant would still have to display identity plates on the inside of the vehicle, should his application be approved. 

 

 

 

The Sub-Committee then adjourned to consider its decision, upon its return it was:

 

RESOLVED that the application be refused.
