Minutes: Consideration was given to introducing a Designated Public Places Order (DPPO), which would prevent, when requested, the consumption of alcohol in the Cofton Hackett area in an attempt to reduce anti-social behaviour and drinking in these public places.
Members had agreed at the Licensing Committee meeting held on 18th May 2009, that the determination of the request for a DPPO be deferred pending the results of a ‘Face to Face’ survey to be carried out by the Rubery Local Policing Team, West Mercia Constabulary.
At the Chairman’s discretion, Councillor P. M. McDonald, County Councillor representing the County Electoral Division for Beacon, spoke in favour of introducing a DPPO in this area. In doing so he raised questions regarding the ‘Face to Face’ survey carried out by West Mercia Constabulary regarding the number of houses visited by the Rubery Local Policing Team. He also raised questions on the report presented by the Principal Licensing Officer.
It was noted from the information provided by the Rubery Local Policing Team that those local residents who had responded to the ‘Face to Face’ survey felt that it was unnecessary to introduce a DPPO and that the Police, who are responsible for enforcing any restrictions on public drinking in designated areas, were not willing to support this particular request as they had insufficient evidence of anti-social behaviour caused by alcohol consumption in the area. Following further discussion and on the information provided it was
RESOLVEDthat the request to introduce a Designated Public Places Order in the Cofton Hackett area be refused. |

Licensing (Miscellaneous) Sub Committees - quorum PDF 61 KB Minutes: Consideration was given to a report on the quorum for the recently created Licensing (Miscellaneous) Sub-Committees A and B. Members had agreed at the Licensing Committee on 7th September 2009 that the Taxi Licensing Sub- Committee be restructured and renamed as the Licensing (Miscellaneous) Sub-Committees A and B. It was noted that the quorum for the new sub- committees had not been addressed during that meeting and Members were asked to agree the quorum as set out in the report.
