Declarations of Interest

To invite Councillors to declare any Disclosable Pecuniary Interests or Other Disclosable Interests they may have in items on the agenda, and to confirm the nature of those interests.

Minutes:

Councillor R. L. Dent declared an Other Disclosable Interest in Agenda Item Number 4.  Councillor Dent had recognised the applicant when he had entered the meeting room. The applicant was a licensed driver with a local taxi company that she had used on a number of occasions.

 

Following legal advice, Councillor Dent withdrew from the Hearing during the consideration of this item and took no part in the Sub-Committee’s consideration of this matter.

 

It was noted that Councillor C. J. Spencer, Vice-Chairman, was in the Chair and that Councillor M. A. Sherrey, who was in attendance, observing the Hearing as the Reserve Member, sat on the Sub-Committee during the consideration of this item.

Hackney Carriage Vehicle - Application

Minutes:

The Sub-Committee considered an application for the grant of a licence to use a vehicle as a Hackney Carriage that fell outside of the Council’s Hackney Carriage and Private Hire Handbook which restricted vehicles in the District with tinted windows that conceal the identity of passengers inside the vehicle.

 

The Technical Officer (Licensing), Worcestershire Regulatory Services (WRS) outlined the details of the application together with the reasons why the application had been brought before the Sub-Committee, detailing the Council’s Hackney Carriage and Private Hire Handbook.

 

At the invitation of the Chairman, the applicant and his representative put forward their case in support of the application and answered a number of questions from Members of the Sub-Committee and the Council’s Legal Advisor.

 

Sub-Committee Members inspected the vehicle on two separate occasions, in two different locations to determine the level of tint on the windows of the vehicle.

 

The Sub-Committee then adjourned to consider its decision, upon its return it was:

 

RESOLVED that the application be granted.

Hackney Carriage Vehicle - Renewal Application - Age Exemption

Minutes:

The Sub-Committee considered an application made for exemption to the Council’s Hackney Carriage Vehicle Licence Policy that restricted the age of a wheelchair accessible Hackney Carriage Vehicle licensed in the District to twelve years of age from the date of first registration.

 

The Technical Officer (Licensing), Worcestershire Regulatory Services (WRS) outlined the details of the application, together with the reasons why the application had been brought before the Sub-Committee, detailing the Council’s Taxi Licensing Handbook.

 

At the invitation of the Chairman, the applicant put forward his case in support of his application and answered a number of questions from Members of the Sub-Committee.

 

The Sub-Committee then adjourned to consider its decision.  Upon its return it was:-

 

RESOLVED that the application be granted.
