At the request of the Chairman, Councillor Dr. G. H. Lord opened the meeting with a prayer.

Apologies for absence were received from Councillors Dr. D. W. P. Booth, Mrs. M. Bunker, J. T. Duddy, Mrs J. Dyer M.B.E., R. Hollingworth, Mrs. J. D. Luck, C. B. Taylor and L. J. Turner and Mr. K. Dicks.

The minutes of the meeting of the Council held on 12th November 2008 were submitted.

RESOLVED that the minutes be approved as a correct record, subject to the amendment of the typographical error in the list of Members present to read Minute No. 66/08 not 66/88.

During Minute No. 79/08 (Recommendations from the Cabinet - Bromsgrove District Council Response to the Regional Spatial Strategy Phase 2 Revision Preferred Option), at the point where he joined the meeting, Councillor R. D. Smith declared a personal interest in this matter as an employee of a social housing provider.

To consider the recommendations from the meeting of the Cabinet held on 3rd December 2008 (to follow) on the following items:

Ø      Bromsgrove District Council Response to the Regional Spatial Strategy Phase 2 Revision Preferred Option

Ø      Bromsgrove District Council Response to the Nathaniel Lichfield Partnership Additional Housing Growth Study

(i)         BROMSGROVE DISTRICT COUNCIL RESPONSE  TO THE REGIONAL SPATIAL STRATEGY PHASE 2 REVISION PREFERRED OPTION

The Cabinet’s recommendations with regard to the Council’s response to the Regional Spatial Strategy (RSS) Phase 2 Revision Preferred Option were moved by Councillor Mrs. J. M. L. A. Griffiths and seconded by Councillor G. N. Denaro. In response to a request raised by Councillor P.M. McDonald it was agreed that each recommendation be dealt with in turn.

On a requisition made under Council Procedure Rule 17.5, the following details of voting were recorded with regard to recommendation (a)
